A few might. But it's still a mini-oligarchy (or dictatorship) in most cases. Mom and Pop mostly want to be the next WalMart or Amazon etc., or at least become enough of a value and/or a threat to get bought out by them for enough to comfortably retire on. Mom and Pop grew up in the same culture and have the same incentives as the multinationals to pay as little as possible for as much as possible and maximize their personal profit.

Worker coops and other cooperative forms would have more equal returns to worker-owners, because that's what those forms are about.
