" If women walked around dressed in bedsheets would everything finally be okay and men would never again have to “live in fear” of his eyes straying to places they shouldn’t go?"

Obviously not. That is what we have in so-called "fundamentalist" Islamic regions of the world. Men requiring women to cover their entire selves with something very like a large bed-sheet. It' doesn't solve this "problem" - it's simply a different flavor of the same oppression. The apparent reason - religious dogma and lame excuses aside - is that those men cannot be bothered to self-regulate around whatever urges they have when seeing a female body less obscured, regardless of whether those urges are 'conditioned' or 'natural' or some of both or whatever.

That is a fundamental issue we are dealing with here - self-regulation, in contrast with blaming others (the women, in this case), blaming 'natural impulses', anything other than taking full responsibility for one's experience.
