It's so broken I can't even delete some Xitter accounts I created long ago and then never used. At login after user and pw entry, I get a message to check my email for a confirmation code required to complete the login. By the time the email arrives (usually 20+ minutes) the code is expired.

I guess that's one way to keep the "user count" up - make it impossible to delete old/dormant accounts.
