"No distribution of net worth is fair unless it allows for the fact that some people are highly productive while others are not, and still others cannot be."

This seems to assume that the primary, or perhaps the only, value of humans is to be "productive" - whatever is meant by that here. By default it will be taken to mean generating monetary/material "wealth" in our existing economic system. Which is itself "unfair" by design.
