On the one hand, I agree this proposal is functionally weak at least, offensive at worst.

On the other hand, it may not be clear enough from across the pond that there are no good options in the USA right now. Only the lesser of evils. What would you advise black men in the USA to do? Vote for Trump, an outspoken, avowed racist supported by legions of the same, who will lead a return to yet more explicit white supremacy as the national order? Or merely withhold their votes from Harris, and thereby contribute to a Trump win - see above? "Realpolitik" is almost always about ugly, uncomfortable choices. For Harris, pre-election, proposing police reform, reparations, or prison-industrial complex reform would be political suicide. Post-election, more is possible, though of course nothing more may happen. Which would still be better than a victory by the "Take America Back (to the 19th century)" party.
