The meta-pattern you highlight here is thinking industrial means can 'save' us. Too hot? Just ship in container-loads of A/C units...which as you point out will be useless in practice, even if someone can be convinced to pay for them, because the locals sure can't afford them.

This pattern is showing up everywhere, as institutionalized first-order thinking about second and third order complexity consistently leads to really stupid choices.
