The 'liberty' referred to here is the USA's particular form of hyper-individualistic 'liberty' - which is so implicit in our culture that (almost) nobody notices how implicit it is.

It most often means the 'liberty' of a given individual to do whatever they want, regardless of effect or consequences for anyone else.

Whenever someone starts invoking 'liberty', ask them, "for whom, when?" And refuse to let them dodge that question.
